MISSION
To play a leading role in
serving the economic interest of the farmers of the State by
providing viable and efficient support.
INTRODUCTION
The Haryana State
Co-operative Supply & Marketing Federation limited came into
being in 1966 with the following objectives:
-
To supply of agricultural
inputs such as fertilizers, insecticides, pesticides, implements
etc. To make arrangements for marketing, processing of
agricultural and allied product and
-
To facilitate the working
of affiliated Co-operative Societies.
Since its inception it has
well achieved the objectives assigned to it and today Hafed is
synonymous with progress, prosperity and happiness. Hafed has proved
to be a truly versatile marketing federation. It is engaged in
supply of agricultural inputs namely fertilizer, pesticides,
certified seeds etc. to the farmers at their door steps even in the
remotest areas. Hafed is dependable and assured buyer for almost all
the agriculture produced such as wheat, paddy, barley, gram, oil
seeds and processing of paddy, cotton, oilseeds etc. and has always
ensured remunerative and competitive prices to the farmers.

Inputs |
Hafed is rendering
service by making available inputs such as fertilizers,
pesticides, certified seed, Spray Pumps etc. to the farmers at their door
steps through 61 Member Cooperative Marketing Societies
and about 600 PACS/ Mini Banks in the State. Hafed undertakes
marketing of various kinds of insecticides and weedicides and
certified seed through 61 Co-op. Marketing Societies and about
600 PACS/
Mini Banks. The Co-op. Marketing Societies are members of Hafed. These societies are situated at mandi level.

As
regards Inputs, the grievances are redressed by the Managers
of PACS/ Mini Banks/ Co-operative Marketing Societies. In case
Manager of Mini Banks/ Co-operative Societies do not attend to
problems, the same are redressed by concerned D.M.
In
case the problem still persists D.G.M. (Inputs)/CGM shall look
to it.

Procurement |
Haled is one of the
State Agencies for procurement of wheat on support price
announced by Govt. of India and has been procuring wheat since
1969. After procurement, wheat is delivered to FCI for central
pool.
Haled is one of the
State Procuring Agencies for procurement of paddy under
support price operations. Haled also makes commercial
purchases of Basmati/non basmati paddy to ensure competitive
prices to the paddy growers. Haled is making purchases of
Mustard seed on support price being Nodal Agency of Nafed.
Haled also makes commercial purchases of Mustard Seeds and
Grams in its own account besides joint venture
with Nafed.
Payment of wheat,
paddy and Mustard seed is made within 72 hours of
purchase/ lifting of stock. |
Grievances pertaining to procurement
of Wheat, Bajra, Mustard Seed and Gram are redressed at the
society level by the Manager society as the purchases are made
by Haled through co-operative marketing societies. In case the
Manager does not pay attention, grievances are redressed by
the concerned Distt. Manager. In case the problem still
persists Dy. General Manager (Procurement)/CGM shall look to it.
Grievances pertaining to procurement
of paddy are redressed at the society level by the Manager
society as the purchase are made by Haled through cooperative
marketing. societies. In case the Manager does not pay
attention, grievances are redressed by the concerned Distt.
Manager. In case the problem still persists General Manager
(Rice) shall look to it.
Problems pertaining
to Artias/ custom milling of paddy attended to by the concerned Distt. Manager. In case the DM does not pay attention,
grievances are redressed by the DGM (Rice)/CGM.

Export |
Haled has entered
in the export business in big way and has exported wheat and
Rice through their Associates |
Grievances are
attended in Head Office i) by AGM (Export). In case AGM

Construction |
Construction
Division looks after the Construction activities such as construction of scientific storage, plinths
and other allied activities and also undertakes the Construction
activities on deposit work basis of other Departments.
i) Tenders for works costing more than
Rs. 50,000/- are advertised in two or three reputed
newspapers. Tenders are also published on Hafed's
web-site.
ii) Tenders are
generally invited from the approved contractors/ societies enlisted
with the Haryana PWD (B&R), CPWD, MES & Railways, HUDA
HSAMB, HWC or other State Govt. Deptt./ Board/ Corporation.
iii) Fees for
issuance of Tender form is as under:
a) Works costing upto Rs. 1 lac Rs. 100/-
b) Works costing from
Rs. 1 lac to 10 lac Rs. 250/
c) Works costing more
than Rs. 10 lac Rs. 500/-
iv) Earnest money @2%
of the estimated cost of the works is to be deposited.
However, societies are required to deposit earnest money
Rs. 2000/- for the work costing upto Rs. 30 lac and

% for
the work costing mare than Rs. 30 lac.
v) Tenders are opened on the fixed date
and time.
Comparative
statement is prepared and the work is generally allotted to
the lowest bidder. |
Problems pertaining
to construction of scientific storage, plinths, other allied
activities and deposit works are redressed by XEN (Hissar)/
XEN (Panchkula). In case XEN (Hissar)
is unable to remove the grievances of the concerned then
XEN(Panchkula)/ Sup.
Engineer is to be
contracted for every type of grievances/ feed back

Cold Storage |
Hafed has three cold
storages to store farmer's crops such as potato etc. located
at Shahabad, Taraori & Hissar.
Produce of the
farmers are stored in Hafed's Cold Storages on first come
first serve basis as per storage charges fixed by
HO.

Problems pertaining
to storage of i) potatoes by the farmers on custom hiring in
Hafed Cold Storages are ii) attended to by the concerned
Manager, Hafed Cold Storages concerned. In case Manager, Hafed
Cold Storage, iii) does not pay attention, grievances are
redressed by the District Managers, Hafed, concerned. In case
the problem still persists

Marketing |
Hafed has a
well-established marketing network and all the products are
sold under the brand name "hafed". Hafed is dealing in branded
consumer products like Basmati Rice, Parmal Rice, Kachhi Ghani
Mustard Oil, Refined Cotton Seed Oil,
Refined Soya Bean Oil, Desi Wheat Aatta, Sugar, Brown Basmati etc.
Hafed has expanded
its distribution network by appointing Distributors & C & F
Agents.
i) Hafed gives
advertisement in Newspapers for
appointment of
Distributors for un-represented areas.
ii) After receipt of
applications, the same are processed at HO by a committee of
Hafed officers and Distributors are appointed. |
Problems regarding
quality and quantity complaints of Hafed consumer products, the same
are redressed by the concerned persons incharge. |

7. |
Oil Mills |
Hafed has two Oil Mills of 30
TPD for crushing Mustard Seed one each at Rewari and Narnaul
for Manufacturing of Kachchi Ghani Mustard Oil Agmark Grade-I.
Mustard Seed required for Mills are purchased from the farmers
at remunerative prices. The Oil so produced in the Mill is
marketed in consumer packs under the brand name of Hafed
through established distribution network at affordable price.
The bye product oild cake is sold to customers in 50/ 60 Kg
Jute packings. |
Problem pertaining to quality
of oil are addressed by Marketing Division as well as GM of
the concerned Oil Mill. The problem regarding Oiled Cake are
addressed by the GM of the concerned Oil Mill. |

Commercial |
Hafed has initiated Pilot
Project on Cotton in 15 Villages under Mission White Gold in
Collaboration with NITMA, IFFCO & District Administration,
Sirsa to increase the productivity & reduce cost of
production. |
