VII.       FERTILIZERS

         Hafed is the Sole State Nodal Agency for arrangement and distribution fertilizers through Cooperative Network in Haryana and is successfully making timely arrangements of all kinds of fertilizers. Agricultural inputs like seeds, fertilizers and pesticides/ insecticides/ weedicides play an important role in increasing the productivity of crops. Over the years, through the network of its Cooperatives, HAFED has been ensuring that the farmers get quality Inputs at reasonable prices. HAFED’s role in Inputs’ supply is important not only from economy point of view but also from the fact that with HAFED the farmer is sure of the quality/ purity and is saved the possibility of any damage to his crops. HAFED has played a vital role in controlling shortage of Urea and DAP in the state by taking timely action for advance stocking. HAFED has made advance tie ups with the Indian Potash Limited, the IFFCO, the Kribhco & NFL Fertilizer for advance stocking of DAP & UREA in the State.

  FERTILIZER SUPPLY POLICY REVISED ON 27.09.2013

Hafed has revised the Fertilizers Supply Policy w.e.f. 27.9.2013 keeping in view the longstanding demand of PACSs and CMSs for increase in distribution margin on sale of fertilizers for strengthening these Cooperative Institution engaged in the supply of fertilizers to the farmers in the rural areas. The new Fertilizers Supply Policy, 2013 has been focused on motivating the PACSs and CMSs to make advance stocking of fertilizers during the off season, thereby ensuring timely availability of fertilizer at all the PACSs and CMSs for hassle free distribution of the farmers at their door steps at all the time and to avoid multiple handling. 

i)              Cooperative’s Margin Increased :

Under the new policy, distribution margin of PACSs and retailer CMSs on sale of DAP and Urea has been increased from Rs. 60/- per MT to Rs 200/- per MT in case of DAP and Rs. 90/- per MT in case of Urea. Similarly the wholesale margin of wholesale CMSs has also been increased from Rs. 10/- PMT on DAP and Urea to Rs. 20/- PMT in case of DAP and to Rs. 15/- PMT in case of Urea. In addition to this, employees of PACSs and CMSs shall also be incentivized for their target base performance.

ii)              Credit Period Facility Against Postdated Cheques

                       Credit period facility has been provided to these Cooperative Institutions on supplies of fertilizers ranging from 15 days to 165 days depending upon the sale season as under:-

(a)     In case of DAP and NPK , supplies during Jan, Feb, March, April and May will made to PACSs and CMSs with due date of  payments on 15th June against postdated cheques dated 15th June marked as “Good for payment”  by the concerned CCBs and other Nationalized Banks. Similarly supplies during the period from 16th August to 30th September will be made with due date of payment on 15th October against postdated cheques dated 15th October. 15 days credit will be allowed on the supplies during the main sale period i.e. during the month of June, July, August (upto 15th August), October, November and December against postdated cheques marked as  “Good for payment”  by the concerned CCBs and other Nationalized Banks.

 

(b)    In case of Urea, supplies during  March, April, May and June (15th June) will made with due date of  payments on 30th June against postdated cheques dated 30th June marked as “Good for payment”  by the concerned CCBs and other Nationalized Banks. Similarly supplies during the months of September, October and November will be made with due date of payment on 7th December against postdated cheques dated 7th December. 15 days credit will be allowed on supplies during the main sale period i.e. during the month of June, July, August, December, January and February against postdated cheques marked as  “Good for payment”  by the concerned CCBs and other Nationalized Banks.

iii)           Storage Rebate:

                    With an objective to compensate the PACSs for making advance stocking of fertilizers during off-season, following storage rebate has been allowed:-

 

a)    Storage rebate @ Rs. 10/- per MT per month on the month-wise quantity of DAP or NPK purchased by the PACSs during the off-season from Jan to May (applicable upto 31st May) and during 16th August to 30th September (applicable upto 30th September) has been allowed to them. This storage rebate was neither admissible nor permissible under the existing policy.

 

 

b)    Similarly, on Urea also,  a lump-sum storage rebate @ Rs.10/- per MT per  month on the month-wise quantity of Urea purchased by PACSs during the off-season from 1st March to 15th June applicable upto 15th June) and during 1st September to 30th November (applicable upto 30th November) has been allowed.
